Opportunities in Surabaya's maritime industry
Home to Indonesia's Flagship State-Owned Shipbuilder. Surabaya is home to PT PAL Indonesia, Indonesia's largest state-owned shipbuilder building naval vessels, submarines and commercial ships, while also carrying out major repair and overhaul work.
Major Naval Shipbuilding & Submarine Programmes. The Surabaya facilities of PT PAL are involved in sophisticated naval projects including the Fregat Merah Putih programme and Scorpene Evolved submarine, creating opportunities for suppliers of propulsion, electrical systems, automation, navigation, communications, pumps, valves and other marine equipment.
Indonesia is Strengthening Domestic Shipbuilding. The Indonesian government announced plans in 2026 to consolidate state-owned shipbuilding activities around PT PAL and channel vessel construction for state-owned companies through domestic shipbuilding capacity, potentially creating a strong pipeline of newbuild requirements for equipment and technology suppliers.
Strong Supporting Shipyard & Repair Ecosystem. Beyond PT PAL, the wider Surabaya–East Java maritime cluster includes private shipbuilders and repair yards such as Dumas Tanjung Perak Shipyards and Orela Shipyard, supporting newbuilding, repair, maintenance and vessel conversion activities.
Large Aftermarket & MRO Opportunity. Surabaya's Tanjung Perak is the backbone of East Java's maritime logistics network, generating continuing demand for ship repair, replacement equipment, spare parts, maintenance services and vessel upgrades.
